About Headwaters Regional Transportation Coordination Council
The Minnesota Department of Transportation describes RTCCs as consisting of stakeholders interested in improving mobility for “transportation disadvantaged” – older adults, individuals with disabilities, individuals with low incomes, and/or military veterans.
The Headwaters Regional Transportation Coordination Council (HRTCC) serves Beltrami, Clearwater, Hubbard, Lake of The Woods, and Mahnomen counties in northern Minnesota. The HRTCC is composed of 15 members from various social services, transportation agencies, and human service organizations within the region. The purpose of the HRTCC is to identify transportation barriers and develop solutions.
The council meets bi-monthly, typically at the Headwaters Regional Development Commission office. These meetings are open with public attendance encouraged.
