About Headwaters Regional Transportation Coordination Council
The Minnesota Department of Transportation describes RTCCs as consisting of stakeholders interested in improving mobility for “transportation disadvantaged” – older adults, individuals with disabilities, individuals with low incomes, and/or military veterans.
The Headwaters Regional Transportation Coordination Council (HRTCC) serves Beltrami, Clearwater, Hubbard, Lake of The Woods, and Mahnomen counties in northern Minnesota. The HRTCC is composed of representatives from various social, transportation, and human service organizations within the region, led by a mobility coordinator. The purpose of the HRTCC is to overcome regional barriers that limit access to jobs, healthcare, and other important destinations for transportation disadvantaged populations.
The council meets bi-monthly, typically at the Headwaters Regional Development Commission office and online. These meetings are open with public attendance encouraged.
